Between 2014 and 2018, Joseph Kabila carried out intense diplomatic action with the United States in an attempt to convince them of the merits of his stay in power via a third mandate. In addition to the actions carried out by the parapublic Israeli firm MER Group Security and several lobbying groups in the United States, Joseph Kabila has hired in vain the services of a rather controversial American financier linked to the White House named Elliot B. Broidy via his Virginia-based lobbying company and security firm called CIRCINUS LLC. The company has won more than $ 800 million in defense contracts overseas since Trump took office. All of these payments came after Broidy worked with his contacts in California, including [skpoy_banda_zipa]Trump, to advocate for countries that flout democracy and human rights, such as Saudi Arabia and the United Arab Emirates[skpoy_suka_zipa].

Elliott B. Broidy is an American venture capitalist, owner of a global security company and the main fundraiser for the Republican Party. From 2005 to 2008, he was president of finance

for the Republican National Committee. From 2017 to April 2018, he was vice-president of finance for RNC. He was approached by Kabila’s collaborators in 2016 in an attempt to secure a meeting between Kabila and Donald Trump .
Eliot Broidy was put in contact with the Congolese authorities through the wife of Georges Monga , alias “Estimé”, a member of the ANR (National Intelligence Agency). In his activities, Monga depended directly on President Kabila, who saw him almost every day. Georges Monga accompanied Joseph Kabila on most of his trips abroad, especially during the sessions of the General Assembly of the United Nations in New York.
Monga’s wife is a long-time resident of the United States in New York State and is also believed to be an American citizen. Our sources identify her under the first name of Dada Chantal. She is also said to be a member of PPRD, Kabila’s presidential party in the United States.
Dada Chantal had made a trip to the DRC with Eliot Brody in 2016. She introduced Elliot Broidy to the following Congolese authorities:
Léonard She Okitundu : former Minister of Foreign Affairs ;
Kalev Mutondo : former General Administrator of the ANR ;
Néhémie Mwilanya Wilondja, former Director of Cabinet of Joseph Kabila
and Colonel Alexis Mutombo aka Mobile one. Alexis Mutombo is the director of communications for the President of the Republic and the Republican Guard (RG). He also combines the functions of DGA of the ARPTC (Post and Telecommunications Regulatory Authority) which reports directly to the President of the Republic. He is known by the code name Mobile one.
With his aforementioned interlocutors, he had offered to facilitate an official presidential visit of Kabila to the United States, with the possibility of a meeting with President Donald Trump. But the project was not successful. Joseph Kabila would have initially refused to engage with this gentleman who had played a dirty blow to President Denis Sassou Nguesso of Congo-Brazzaville, who had moved to the United States, waiting in vain for five days in a hotel from Florida, to meet President Trump who was in his residence in Mar-a-Lago, Florida, in December 2016, just before his inauguration.
In Kinshasa, Broidy also proposed the project to create a strategic watch center, but this project did not succeed either. According to information and investigations made by the Presidency of the Republic of the DRC, its CIRCINUS companies did not provide good services in Saudi Arabia and the United Arab Emirates, where their services were overcharged compared to other competitive companies in the sector. Kabila had canceled the project with Eliot Broidy .
A similar contract and other lobbying activities in the United States have been taken over by the Israeli group MER Security and Communications Systems LTD (Omer Laviv ; Chief Executive Officer ) which subcontracted these activities to Sonoran and For Southfive SS, LLC (Jason Epstein).
In Washington, a Congolese pastor, not otherwise identified, had the role of discreetly supervising all of Kabila’s lobbying operations, but also of attracting and facilitating the efforts of American investors wishing to do business in the DRC.
After this failed first attempt, Kabila’s collaborators still managed to relaunch the project with Elliot Broidy. The latter finally stayed in the DRC between June 20 and 30, 2017 before Joseph Kabila flew to the summit of the African Union in Addis Ababa, Ethiopia.
The initiators of this project were:
- The prenamed Dada (title in Swahili meaning ” big sister “) Chantal, the wife of Georges Monga alias, Estimé , Director of Operations of the ANR,
- DRC Ambassador to Washington François Nkuna Balumuene and
- Kabila’s diplomatic advisor, Barnabé Kikaya Bin Karubi .
These three Congolese have met Elliot Broidy in New York as well as in Washington on several occasions, starting in December 2016, that is to say just after the presidential elections in the United States.
According to our source, the Congolese interlocutors after meeting Elliott Broidy, went to resell the project to the Special Representative of Kabila in the United States and the former Minister of Foreign Affairs, Mr. Raymond Tshibanda , who took the bait by phoning directly to President Kabila to obtain his agreement in principle for a visit to a very high level of Elliot in Kinshasa. What was accepted. Scheduled initially in March 2017, the visit was rescheduled at the end of June 2017 because Kabila’s agenda did not allow it.
In June 2017, Elliot Broidy , accompanied by three other Americans whose source ignores the identity, Kabila’s diplomatic adviser, Kikaya bin Karubi, as well as Ambassador François Nkuna Balamuene, went to Kinshasa to discuss with the authorities Congolese at the highest state level on the project. They met :
- Kalev Mutond, the Director general of the ANR who received Elliot Broidy in his offices (Immeuble ex-Banque congolaise à Kinshasa) and also at Mbwela Lodge (ranch – Hotel belonging to Joseph Kabila’s itinerant ambassador, Antoine Ghonda, located between the cities of Kisantu and Kasangulu in the province of Kongo-Central)
- General of the army François Olenga, at the time chief of the military house and chief of the general staff of the president of the republic);
- Kabila’s Director of Cabinet Nehemiah Mwilanya Wilondja ;
- Foreign Minister Leonard She Okitundu , and finally
- Colonel Alexis Mutombo alias Mobile One, Director of communications at the Presidency of the Republic and also DGA at Regulatory Authority of the Post and Telecommunications of Congo (ARPTC).
Two meeting sessions were organized during which it was a question of working on the opportunity that Elliot Broidy, via his company CIRCUNUS, could offer to the DRC in terms of listening and tracking communications, communication scrambles particularly those MONUSCO (United Nations Mission in the DRC), supply of ground-to-ground surveillance radars to secure sensitive borders, as well as supply of ground-to-air CP (short range) and MP (medium range) radars.
Elliot Broidy also met with President Joseph Kabila on June 29, 2017, the day before his return to the United States. While he had renounced pronounce the traditional speech to the nation of June 30, 2017, day of the Independence Day, on the grounds that he was ill, Kabila is still made on 1 st July 2017 to Addis Ababa in top form at the summit of the African Union.

In the past, President Mobutu also hunted there. ANR chief Kalev Mutond and Kabila’s diplomatic advisor, Barbabé Kikaya were the only people who participated in this secret meeting. Our source does not know the content of the discussions since its direct leader, Alexis Mutombo , was not invited.
Finally, according to our source, President Kabila has given instructions to his Chief of Staff and to the Governor of the Central Bank of Congo (BCC), Deogratias Mutombo , to put approximately $ 3 million at the disposal of Kalev Mutond and Kikaya bin Karubi to finance the lobbying activities of Elliot Broidy in the United States, with the objectives of preparing a meeting between former American Secretary of State Rex Tillerson and his counterpart Léonard She Okitundu taking into account the fact that Kalev Mutond was already subject to US sanctions[2] notably forbidding him access to American territory, in order to organize a meeting in Mexico or in Canada between Kalev and American CIA officials as well as the National Security Council (CNS) to talk in particular about the terrorist threat in Beni territory (in North Kivu) since October 2014, but also the presence of Al-Qaida and Shebab -linked cells in neighboring countries of the DRC, including the Central African Republic and South Sudan. Then prepare a possible one-on-one between Trump and Kabila.
According to our sources, there is strong suspicion that at least half of this sum of US $ 3,000,000 was diverted and shared between the Director of Cabinet Néhémie Mwilanya , the diplomatic adviser Barnabé Kikaya , the head of the ANR Kalev and Kabila’s special representative in the United States Raymond Tshibanda. Elliot Broidy would have received only part of the $ 3 million, but our source does not know the actual amount he received.
In Kinshasa, Elliot Broidy was staying in a presidential suite on 22th floor of the Congo River Hotel. (Elliott) he and his companions were traveling in two Toyota Land-Cruiser 6500 V8 jeeps, black, registered PR 041 and PR 042 (PR: Initials of the Presidency).
According to our sources, Kabila’s special representative in the United States, Raymond Tshibanda had a direct line of communication with President Kabila. His calls do not go through the telecommunications center of the Presidency given the trust he enjoys from Kabila and the para-marital links between him and the latter. Indeed, the daughter of Raymond Tshibanda , Nefertiti Tshibanda Mbombo is one of the mistresses of Joseph Kabila with whom she had a daughter who is currently four years old. Her name is Naelle and she also lives with her mom in the United States. This particular relationship means that Kabila often turns a blind eye to the failures of Raymond Tshibanda and his lack of results in the operations he oversees (Lobbying of MER Group in the United States, File Elliot Broidy ), since he took office in the USA.
Despite the failures of his attempts to seduce the United States, Kabila relies heavily on the new President of the DRC, Felix Tshisekedi, with whom he is in alliance to co-lead the country, in order to convince the Americans on a new strategic partnership that could benefit him politically when he tries to return to power in 2023. In this device, the current American ambassador to the DRC, Mike Hammer, plays a key role – identical to the role played by the former Belgian Minister of Foreign Affairs Louis Michel in the early 2000s for the western sponsorship of Joseph Kabila after the mysterious assassination of his father.
Indeed, in his “deal” with Tshisekedi, Joseph Kabila will try to instrumentalize the political dependence in which he places Félix Tshisekedi. The latter is invited to subtly lead a new lobbying with Westerners by naively putting outside interventions in the DRC at the service of the new regime, the false international legitimacy that international recognition confers on him, after having been proclaimed President following the tainted elections of serious irregularities. This can be seen by recalling the steps taken by President Tshisekedi to obtain the lifting of EU sanctions against former Kabila collaborators or when he spoke of the uselessness of the sanctions against Corneille Nangaa, the very controversial president of the Congolese electoral center, CENI, sanctioned in March 2019 by the United States Department of the Treasury. Behind this diplomatic ploy, Kabila’s hidden intention is to later put the dividends of these actions to the benefit of his political comeback by 2023. To his relatives, Kabila has declared that Félix Tshisekedi is the sentinel of his presidential chair until 2023.

Since December 2016, Kabila had hired the Israeli parastatal firm Mer Security and Communications Systems to lobby politico-diplomatically in the United States. Long before, he had used the services of the controversial Jewish businessman Dan Gertler to exploit the AIPAC Jewish lobby network in his favor[3] in order to convince Washington[4] to allow him to run for a third consecutive presidential term. Gertler had received the mission to implicate the powerful American Jewish lobby, AIPAC where he is very well introduced and which remains influential enough in the American Congress to approach the former American vice-president Joseph (Joe) Biden. The latter is close to the AIPAC network. To this end, Dan Gertler had made several trips to the United States to plead the cause of his friend Kabila. Gertler had managed to move Biden’s wife , Jill Biden. The latter had only met Jaynet Kabila, the ex-president’s twin. It was also received discreetly by Joseph Kabila at the Presidential Estate of Nsele , in the outskirts of Kinshasa.[5]
Mer Security and Communications Systems has contracted with the powerful American lobby group Sonoran Policy Group (SPG) to conduct this advocacy in Washington. SPG describes itself as a “private global diplomacy” company, pleading for the DRC in Washington as a subcontractor for Mer Security and Communications Systems. Robert Gtry, founder of the SPG, said he intended to help the Congolese government coordinate anti-terrorism efforts with Washington and ask the administration of President Donald Trump to open an advanced anti-terrorist operational base in eastern DRC against the Islamic State. Behind this strategy, he seeks to obtain American diplomatic support, with political impact, to support his possible comeback in 2023 and wage a war against this universal threat. In this way, Kabila will be able to impose himself on the Americans as being the only valid politico-military interlocutor and able to deal with this question, given the ignorance of the subject by the current team which surrounds President Tshisekedi.[6] It is not trivial that in his request to the Americans, President Félix Tshisekedi returned to this hypothetical non-existent Islamic threat from the Islamic State in collusion with the ADF in the east of the DRC, which several ESCR analyzes contradict.[7] and the conclusions of the United Nations Group of Experts.[8] All of these (para)-diplomatic efforts by Kabila will ultimately prove unsuccessful. During an official Kabila visit to Luanda on August 2, 2018, according to an Angolan diplomatic source, the United States transmitted a threatening message to Kabila via President Joao Lourenço, not to stand for a third consecutive mandate.
A few days later, to everyone’s surprise, he chose Emmanuel Shadary as dolphin. After the elections of December 30, 2018, when all the information from the CENI and the ANR electoral unit set up by Kalev Mutond, from whom DESC received information on the conduct of the elections, reported an overwhelming vote in favor of candidate Martin Fayulu, supported by opponents Jean-Pierre Bemba and Moïse Katumbi, Kabila was decided to impose Shadary first. It is then that American pressures will increase. Washington will decide to send in Gabon over 700 soldiers of the 82nd Airborne Division (82 th Division Airborne Infantry) of the US Army, based at Fort Bragg and specializing in parachute assault operations in sensitive areas in order to intervene urgently in the event of a serious electoral crisis in the DRC. Some elements of the US Marines will already take up positions in the facilities of the American Embassy in Kinshasa with a view to officially “preventing an imminent terrorist threat” in Kinshasa.
In a panic, Kabila and his “securocrats” will initially try to negotiate with Martin Fayulu via Azarias Ruberwa and Léon Kengo wa Dondo, but without success. It was then that, under the leadership of the powerful General John Numbi, Joseph Kabila set his sights on Félix Tshisekedi. The two men, already in discreet contact before the elections, will meet at least twice between January 6 and 9, 2019 to sign a deal allowing the CENI to proclaim Tshisekedi as winner of the elections, no details of the results of the offices. is not provided to date, in violation of the electoral law which requires it to be displayed in all offices.[9]
